Washington Update (SECURE, CARES, DOL, Courts)
Until the outbreak of the coronavirus pandemic, 2020 was expected to be the year of the SECURE (Setting Every Community Up for Retirement Enhancement) Act. While the SECURE Act still represents a major overhaul of the private retirement planning system, the introduction of the Coronavirus Aid, Relief and Economic Security (CARES) Act, a number of regulatory actions and initiatives from the Department of Labor, and a continued prevalence of retirement plan litigation, have given advisers plenty of other items to consider. Retirement Income and Participant Outcomes

What’s Next for In-Plan Retirement Income?
The defined contribution (DC) plan system has proven itself highly effective as an accumulation vehicle for retirement wealth. However, there has been a serious lack of innovation around the spending phase in the DC plan system. The Setting Every Community Up for Retirement Security (SECURE) Act contained a key provision that establishes an annuity provider selection safe harbor for plan sponsors looking to add an in-plan income product to their investment menu. In this session, we will discuss what it actually looks like to adequately examine annuity products and providers, and compare them to other income-producing investments, while helping advisers understand their roles and responsibilities when crafting this part of the investment menu.

Is It Time to Re-evaluate TDFs?
The last recession led to an examination of target-date funds (TDFs) and how they performed in each individual age bracket. It is likely that this question will arise again in light of the current market conditions. What do advisers need to be considering as they bring this evaluation to plan sponsors? We’ll examine how to consider and compare passive to active funds; glide path structures; understanding overall fund risks; the rise of active passive strategies, in which managers are able to over- or under-weight index funds based on outlook while staying within target bands; and custom target-date funds.
